Wanneer we kijken naar de schade, economisch, sociaal, van de bezetting van de Palestijnse gebieden denken we eerst aan de Palestijnen. Terecht. Econome Sara Roy heeft een nieuwe uitdrukking moeten verzinnen voor het tegendeel <\/em>van ontwikkeling, voor de bewuste, moedwillige vernietiging van de Palestijnse economie en de afbraak van het vermogen om zelfstandig in eigen levensonderhoud te voorzien: de-development<\/em>. On-ontwikkeling. Maar er is nog een andere kant: welke enorme prijs betaalt Israel voor het handhaven van de bezetting? Wat kost het om permanent een groot leger te onderhouden, niet alleen om het land te verdedigen, maar om de bezetting uit te voeren: ’to police the Palestinians’? Schlomo Swirsky van het Adva Center heeft een rapport geschreven dat in koude cijfers neerlegt wat het kost, en ten koste van wat: de groeiende armoede in Israel, bijvoorbeeld, en de steeds groter wordende kloof tussen arm en rijk.
\n<\/p>\n

The prolonged conflict has been extremely damaging to
\nboth sides, but especially to the Palestinians: they have
\nfailed to create stable institutions and to promote economic
\ndevelopment; their daily sustenance is dependent upon
\nthe good will of donors; they are exposed to violent death,
\ninjury, imprisonment and deportation, as well as to land
\nconfiscation and property damage; many are prevented from
\nstudying; they suffer from high unemployment, broad-ranging
\npoverty, food insecurity and daily humiliations in their homes
\nand streets and at road barriers.<\/p>\n

As for Israel, since it is the dominant side whose state
\ninstitutions, army and economy are stronger, the general
\nimpression is that not only does Israel have nothing to lose
\nfrom the situation but that it actually benefits from it.<\/p>\n

However, the truth is that the conflict with the Palestinians
\nis like a millstone around the neck of Israel: it undermines
\neconomic growth, burdens the budget, limits social
\ndevelopment, sullies its vision, hangs heavy on its
\nconscience, harms its international standing, exhausts its
\narmy, divides it politically, and threatens the future of its
\nexistence as a Jewish nation-state. It also kills and injures
\nthousands of Israelis. In short, Israel is paying a heavy price for the continuation of the conflict and for the absence of a fair and agreed-upon partition.\n<\/p><\/blockquote>\n

Wat maakt dat de Israeli’s dat niet willen zien? Een aantal factoren: dat veel van hen denken dat er geen alternatief is, politiek gezien, ze moeten zich wel ‘verdedigen’ tegen de Palestijnen.<\/p>\n

Many Israelis have difficulty thinking in terms of cost; in
\nother words, in terms of a policy that has alternatives. The
\nmajority of Israelis were born or arrived in Israel after 1967.
\nThe Green Line holds little meaning for them, and they are
\naccustomed to viewing the opposition of the Palestinians
\nas an expression of blind hostility, rather than as an
\nexpression of the desire to end the occupation and live in
\nan independent state of their own.<\/p><\/blockquote>\n

Dan zijn er Israeli’s die van de bezettingspolitiek profiteren: bijvoorbeeld de goedkope woningen die op Palestijns gebied zijn gebouwd voor joodse Israeli’s, waarmee gewone burgers een onderdeel van de bezettingsmacht worden. <\/p>\n

Moreover, there are Israelis for whom the occupation
\ndoes not exact any personal cost but rather constitutes a
\ndefinite benefit, even though the benefit may not be direct.
\nExamples: Israelis who purchased homes at bargain prices
\nin neighborhoods and settlements built on Palestinian
\nlands; industrial entrepreneurs and workers in plants that
\nexport to the occupied territories without paying customs
\nduties and without having to incur heavy transport costs;
\nland-owners, garage owners, building contractors and
\nothers who employ Palestinian workers for low wages.\n<\/p><\/blockquote>\n

En dan is er het feit dat het economisch gezien niet slecht met Israel lijkt te gaan. <\/p>\n

Even when it is clear that costs are involved, it is not always
\neasy to discern them, especially in cases in which the cost
\nis not personal but macro-economic or macro-social.
\nAt the time of writing, Israel finds itself in the fifth straight
\nyear of economic growth. At such a time, it is easy to
\nbelieve that the good times will go on forever; it is easy
\nto forget that only a few years ago, the conflict led to the
\nlongest recession that Israel had ever known.
\nAt such a time, it is also easy to ignore the fact that economic
\nprosperity is to be found only on the Israeli side of the
\nGreen Line.
\nAt a time like this, it should be remembered that without a
\npolitical solution that allows the Palestinians an honorable,
\nindependent existence as well as an opportunity for
\neconomic development, Israel is liable to be called upon
\n\u2013 time and time again \u2013 to pay the price it paid following
\nthe first and second Intifadas.\n<\/p><\/blockquote>\n
